Key People at Aircraft Corporate Services (Malta) Limited


Dr Michael Frendo, LLD LLM (Exon), Consultant

A lawyer since 1977 and a former Minister responsible for Civil Aviation (1994-96) and former President of Eurocontrol (1995), Michael Frendo is a specialist in European regulation and having set up and run a number of law firms now heads a boutique law firm which he set up on returning to legal practice after serving as Malta’s Minister of Foreign Affairs between 2004 and 2008. His focus is on European regulation, telecommunications and IT law, maritime and aviation law, and the law relating to financial services. He is a graduate in law from the University of Malta (1977) and in European law from the University of Exeter (1978/79). Michael Frendo is a Senior Lecturer at the Faculty of Laws of the University of Malta  He has acted, and continues to act, for major international companies operating in or from Malta and in past years has carried out a number of international legal assignments in collaboration with European and US law firms.

Fiona Healy LLB, Legal Counsel


Fiona obtained her LLB in London. She spent some years in the Commercial Property division of McCann FitzGerald in Dublin before moving to a small private client firm in central Dublin. Whilst there she developed an interest in private international law, particularly in the field of aviation. She is currently Legal Counsel for Aircraft Corporate Services (Malta) Limited, where she specialises in the field of aircraft registration. Fiona speaks and participates regularly at aviation conferences worldwide. Fiona has contributed to a number of aviation journals, including preparing the Aircraft Registration Guide for Malta on behalf of the international publication Corporate Jet Investor. She is an approved Professional User Entity for the International Registry authorised to register interests in aircraft objects on behalf of transacting parties. She is also a member of both the National Business Aviation Association, the European Business Aviation Association and the Malta Business Aviation Association.

Tony Zahra, Chairman

Tony Zahra is the Chairman of Alpine Holdings Ltd, the parent company of Aircraft Corporate Services (Malta) Limited. Alpine Holdings is a group of companies with considerable investments in the tourism sector. It is also invested in financial services and is the parent company of the Fexserv Group. Tony Zahra has held government appointments under several administrations, including directorships at Air Malta, Malta International Airport and The Malta Development Corporation. He was appointed Honorary Consul (now Consul General) for the Republic of Lithuania in Malta in 1994 and decorated by the Government of Lithuania in 2003. He has also held office in a number of constituted bodies, including appointments as Senior Vice President of the Federation of Industries, Council Member of the Malta Chamber of Commerce and, more recently, President of the Malta Hotel and Restaurants Association – a position which he still holds.
